Kelvyn H. Cullimore Jr. is the Mayor of Cottonwood Heights, Utah, and the CEO of Dynatronics.

Political

From 2002-2004, Mayor Cullimore worked as a member of the committee to incorporate Cottonwood Heights as the 16th city in Salt Lake County. The outcome of the vote was 85% in favor of incorporation and 15% against. Upon incorporation, Cottonwood Heights chose the Council-Manager form of government. (In that form of government the Mayor is not a full time position.)

Cullimore was elected the first Mayor of Cottonwood Heights in November, 2004. In addition to his mayoral duties starting up a new city of approximately 36,000 residents, Mayor Cullimore is a member of the board of the Unified Fire Authority serving as the chairman of its finance committee. Mayor Cullimore also currently serves in the following capacities: Member of the Council of Governments for Salt Lake County, Treasurer of Conference of Mayors for Salt Lake County, Alternate member of Transcom, member of the Sheriff’s Law Enforcement Administrative Control Board, and member of the interlocal committee to form a new Eastside School District. Previously Mayor Cullimore served as a board member of the organizing committee for the Unified Police District and as a member of the ZAP tax advisory board for Salt Lake County.

Mayor Cullimore was re-elected as mayor of Cottonwood Heights on November 3, 2009. His term of office expires on January 1, 2010.

Professional

Mayor Cullimore presently serves as Chairman, President & CEO of Dynatronics Corporation, a publicly traded medical device manufacturer with headquarters in Cottonwood Heights.[1] Mayor Cullimore has served as a Director and Officer of Dynatronics since it was founded by his father in 1979. Prominent in the physical therapy market, Dynatronics is known for its advanced technology electrotherapy and ultrasound devices, pain management systems and aesthetic products. Dynatronics equipment is used by top therapists and trainers with a majority of professional sports franchises and college teams owning Dynatronics products.

Since 1992, Mayor Cullimore has been a member of the Board and chairman of the audit committee of ITEC Attractions, an entertainment company operating in Branson, Missouri. In 2003 he joined the board of directors of the Medical Device Manufacturers Association headquartered in Washington, D.C. and currently serves on its executive committee. Mayor Cullimore also serves as a member of the Life Sciences Advisory Board for the Utah Technology Council.

Service

Mayor Cullimore has volunteered in numerous capacities. For the past five years he has been a board member of the Jordan Education Foundation, an organization that raises money to supplement education in the Jordan School District, the largest district in Utah. Mayor Cullimore has served in many positions for the Boy Scouts of America, including Scoutmaster, and in 2002 received the District Award of Merit for his service. From 1976 to 1978 he served as a missionary for the LDS Church in the province of Quebec.

Personal

He graduated cum laude from Brigham Young University in 1980 with a degree in Financial and Estate Planning. Mayor Cullimore and his wife, Laurie Lyn Cullimore, are the parents of five children and one granddaughter and has lived in Cottonwood Heights since 1980.

Current Committees and Board Assignments

Board Member – Unified Fire Authority – The UFA is the agency that was formed in 2003 to provide fire and paramedic services to Cottonwood Heights as well as Draper, Riverton, Taylorsville, Herriman, Holladay and the unincorporated County. Mayor Cullimore serves on the Board of Directors along with other Mayors and elected County officials.

Finance Committee Chair – Unified Fire Authority – The finance committee oversees all financial and budgetary matters for the UFA and helps to set financial policy and reporting. Mayor Cullimore was appointed the first Chair of this committee when it was formed in 2006.

President, Salt Lake County Conference of Mayors - The 17 Mayors in Salt Lake County meet monthly to discuss issues of common interest. Mayor Cullimore was elected President of the Conference for Calendar year 2008.

Chairman, Interlocal Committee - Canyons School District - For the past two years, Mayor Cullimore has participated on a committee exploring the possibility of forming a new East side school district comprising the cities of Cottonwood Heights, Sandy, Midvale, Draper and Alta, as well as the unincorporated areas within these boundaries. The steering committee for this effort is composed of the Mayors and other various city and county staff representatives, including city managers, of the five cities and Salt Lake County. In a November 2007 general election, citizens voted in favor of forming the new district. Elections for a new school board will not be held until June, 2008. Until then, the Interlocal Committee functions to guide the efforts of creating the new district. Mayor Cullimore was elected to Chair this Interlocal Committee in December, 2007. The Committee will function primarily until the new school board is elected. It will play a support, or secondary role, once the new school board is elected.

Council of Governments (COG) - The Salt Lake County Council of Governments holds monthly meetings and is made up of representatives from every city as well as the County Council. Cities of the first class (Salt Lake City, West Valley City, West Jordan and Sandy) have two representatives while all other cities have one representative. The County Council has three representatives on COG. Mayor Cullimore represents Cottonwood Heights on this Council. In January, 2008, Mayor Cullimore was elected Secretary/Treasurer of COG.

Chairman, TRCC Advisory Board - The 2007 Legislature provided for the creation of an advisory board of elected officials and appointed citizens to serve on a committee to oversee the use of tax dollars referred to as TRCC funds. TRCC is an acronym for Tourism, Recreation, Cultural and Convention. Salt Lake County formed this committee in 2007. Mayor Cullimore was appointed by COG to be one of the elected officials serving on this Board. At their first meeting in January, 2008, Mayor Cullimore was elected Chairman of this Board. The Board is tasked with advising the County Council on how tax dollars generated from various Car Rental Taxes, Restaurant Taxes and Hotel Room taxes should be allocated among the various Tourism, Recreational, Cultural and Convention needs for the County. Traditionally, these taxes haves been used primarily for Arts and Convention related needs primarily in Salt Lake City. The purpose of creating the advisory board is to allow for broader consideration of such needs county wide.

COG – Public Works & Public Safety Subcommittees – As a member of COG, Mayor Cullimore has been appointed to serve on the Public Works and the Public Safety Subcommittees. These Subcommittees meet when necessary to discuss issues relating to their assigned areas.

Alternate Member of Transcom Committee, Wasatch Front Regional Council – Appointed by the Council of Governments, Mayor Cullimore is an alternate voting member of the Transcom Committee of the Wasatch Front Regional Council (WFRC). WFRC is a Metropolitan Planning Organization that is tasked with planning regionally for transportation needs in several counties. The Transcom committee specifically recommends funding of major road projects. Mayor Cullimore was appointed an alternate voting member of this committee in 2006.

Law Enforcement Administrative Control Board – The L.E.A.C.B. was formed by SL County Sheriff, Jim Winder, as an advisory committee of representatives of the cities that contract with the Sheriff for law enforcement services as well as representatives of the unincorporated county that also receive their law enforcement services from the Sheriff. The Board meets monthly to discuss topics pertinent to local law enforcement.

Past Committees

Zoo, Arts and Parks Advisory Committee Member – After voters authorized a second round of ZAP funding through a sales tax increase, a 17 person committee was formed to review and make recommendations on recreation projects to be funded by ZAP. Mayor Cullimore was one of four Mayors asked to serve on this committee. The committee completed its work in 2006 and made its recommendations to the County Council.

Board Member – Unified Police District – As the largest city to contract for police protection services from the Salt Lake County Sheriff’s office, Cottonwood Heights aggressively participated in the exploration of forming a Unified Police District to accomplish a more regional form of policing that would take advantage of economies of scale for specialized services while still allowing local control of patrol services. This committee was disbanded when in 2007 enabling legislation lost the support of the Salt Lake County Sheriff and the State Sheriff’s Association and failed to pass.
